Do not attempt it. US nationals travelling to the UK by air or sea without a valid ETA or visa will be refused boarding. The carrier will be fined and you will not board. The only exception is if you hold a valid UK visa — in which case you do not need an ETA.
Can You Reapply for an ETA After a Refusal?
Yes — but we do not recommend it without legal advice first. If the refusal was due to a criminal record, immigration history, or ESTA refusal, reapplying will almost certainly produce the same result.
